Electricity tariffs differentiated by territories?

Different social, economic and political actors in Galicia have been calling for a differentiated electricity tariff for some time. Its justification revolves around different matters like its specific supply in terms of the distance between production and consumption centers; the configuration of distribution networks; compensation for production surpluses; or environmental externalities, among others.
The Observatory has organized an online debate to address this issue on July 12 as of 12 noon. This conference aims to shed some light on this issue from a broad perspective covering both regulatory and economic or social aspects to pointing out the factors that may justify the existence of regional electricity prices.
To this end, we count on the participation of several experts in this field.
The first intervention will be by Aitor Ciarreta, from the University of the Basque Country. In his talk, entitled “Economic Analysis of Zonal Pricing in Electricity Markets“, Dr. Carrieta will try to answer these questions: What can explain prices distinguished by regions? What is the experience in other countries with prices distinguished by zones? What does EU law have to say about this?
The second intervention will be given by Clara Isabel González Bravo, Head of the Regulated Prices Area of the National Markets and Competition Commission (CNMC). Under the title “The single electricity tariff in Spain“, this talk will address questions of first magnitude: What methodology is employed to design electricity tariffs in Spain? What is the main reason for existence of a single tariff at a territorial level?
Finally, Xosé Manuel Golpe Acuña from the Provincial Energy Agency of A Coruña Foundation (FAEPAC) and Nosa Enerxía S. Coop. will address the topic “Galician Electricity Tariff, motivation and objectives”. The aim of this intervention is to incorporate ideas concerning argumentations in favor of a Galician electricity tariff.
The debate will be presented by Dr. María Montero, professor at the University of Vigo and member of the Research Group in Energy, Innovation and Environment (rede) as well as the Galician Wind Observatory. The moderator of this debate will be Fidel Castro-Rodríguez, another UVigo professor and member of the Research Group of Economic Analysis, Accounting and Finance (RGEAF).
