Governance and Participation Processes in the Installation of Renewable Energy Plants in Galicia

An in-person meeting will be held in Santiago de Compostela on October 29, organized by the Galicia Wind Observatory (GWO), REDS-SDSN Spain, Eudemon, and INSTA – Environmental Legal Services.
These organizations unanimously recognize the need to establish a new relationship between the energy transition model and the territories where renewable energy plants are located. The deployment of renewable energies must align with the characteristics of the land and foster rural development. Public administrations and key actors involved in the energy transition must ensure that transparency and dialogue are foundational principles, recognizing that renewable energy projects are not isolated ventures but rather occur within specific social and territorial contexts.
The “Renewables with the Territory Roadmap” outlines numerous measures, many of which focus on local and rural development, a central area of the Galicia Wind Observatory’s work. Among the highlighted measures is the importance of allowing local citizens and administrations to participate in the ownership of renewal energy projects. The plan also emphasizes the need for genuine involvement of local stakeholders in the planning processes of these installations.
The event will take place at the Fontán Building in the Cidade da Cultura, within the CISPAC facilities, and will be divided into two discussion panels. The first, Dialogue on Public Policies and Multilevel Collaboration, will be moderated by Diego Castiñeiras from the Fundación Renovables. The panelists will include Manuel Requeijo, Mayor of Muras; Diego Gago from beBartlet; Heikki Wilksted from the Spanish Wind Energy Association, and Armando Iglesias Rodríguez from CCOO. Representatives from the Xunta and the central government are yet to be confirmed.
The second panel, titled Dialogue on Social Participation, will be moderated by Jaume Moya from Eudemon. Panelists will include Adrián Gallero from Red2Red, Xavier Simón from the Galicia Wind Observatory, Belén Rodríguez from the Association for the Ecological Defense of Galicia, and Mar Asunción from WWF. A company representative is also expected to confirm their participation.
