Collaborating with the O Rosal Council to Create the First Energy Community in the Baixo Miño Region

Under the leadership of the O Rosal Town Council, headed by Mayor Ánxela Fernández Callís, the Wind Energy Observatory and the EC4RURAL project took part in the first meeting with local stakeholders to launch the first citizen-led energy community in the municipality of O Rosal and the Baixo Miño region.
In the weeks leading up to this, the Wind Energy Observatory of Galicia and the technical team from the council’s Community Transformation Office worked together to draft an initial proposal for a community governance model for this energy initiative. Several potential sites were analyzed, and the expected electricity production through photovoltaic installations was estimated for each. Using this specific information, along with the knowledge gathered over recent months of work, a meeting was held with local stakeholders in the parish of San Miguel. Participants included representatives from various local organizations such as the local water supply group, communal land associations, cultural groups, and the historic Sociedade de San Miguel.
The main conclusion of the meeting was that the parish of San Miguel offers ideal conditions to make this first community energy initiative a reality: available energy resources, a strong willingness for local participation, and a council determined to continue the path of sustainable transformation it began over five years ago — embodied in an ambitious program of energy efficiency and the replacement of conventional energy with renewables in all municipal facilities.
In the coming weeks, the first steps will be taken to formally constitute the O Rosal energy community
